PART 3119 CHANGES TO CE AND PL:

The Illinois Department of Insurance recently announced that all final exam for both CONTINUING EDUCATION and PRELICENSING must have a proctor monitoring the test-taker, at all times during a CLOSED BOOK EXAM and using NO NOTES, and the proctor must attest in writing that the test-taker followed all the rules.

THESE RULES ARE IN EFFECT IMMEDIATELY.

The proctor (minimum 18 years of age) monitoring a student’s final CE or Pl exam must attest to the following:

  1. I am a disinterested third party and have no personal, financial, or instructional interest in the outcome of this examination.
  2. I personally verified the student's identity using a valid government-issued photoidentification prior to the start of the exam.
  3. I was physically or virtually present for the entire duration of the examination.
  4. The student completed the exam without assistance, including but not limited to course materials, notes, electronic devices, websites, or other individuals.
  5. I actively monitored the exam and ensured compliance with all exam rules and instructions.
  6. I understand that I am required to refuse certification and/or report any violation of exam rules.

I acknowledge that this attestation is provided in support of compliance with Illinois Department of Insurance requirements and applicable exam proctoring standards.

All PRELICENSING FINAL EXAMS, are scored online and the ATTESTATION FORM is embedded in online exam process.

For all CONTINUING EDUCATION FINALS that are scored by the student putting their answers into DOHRN grading software is also embedded in the online process, requiring the completion of proctor information at the conclusion of the grading submission process.

Students who chose to email or fax their signed exam answer sheet must also supply the COMPLETED AND SIGNED ATTESTATION FORM (LINK PUT HERE ALSO) when sent to DOHRN for grading. Currently there is only one chance to pass your CE Final exam.

If the student fails their final, Dohrn will allow, at no additional cost, the completion ONE OTHER CE course and final exam, also having only one chance to pass. If this second course is failed, the student must purchase additional courses from DOHRN or another provider.

CE OFFERINGS IN THE FUTURE:

New rules under 3119 also include that course providers (DOHRN) must recertify all CE and PL courses no later than once every FIVE YEARS. DOHRN will be resubmitting all its CE courses before the end of 2026, and as they are approved, will post them to our website. These course materials will be accessible online and will have a large online database of questions which will require passing a section/chapter review of each section before taking the course final. The course final will allow retakes upon failing with a new exam that is substantially different than the first exam.

Once a CE course has been recertified and available on the DOHRN website, there will no longer be availability of hard copy books or exam final.
